PEP Framework for Library Media Profession

Teaching as a profession consists of a highly complex set of practices. The profession of the library media specialist also consists of a highly complex set of practices. These practices benefit from continued reflection and refinement. The components of the library media specialist's professional practice reflect the research-based and validated components of various professional practice tools already being used by several states and districts and based as well on the components of Information Power: Building Partnerships for Learning (*AASL; *AECT; 1998).

The preparation tool is based on the three essential elements of effective school library media programs, as identified in Information Power:
  • Learning and teaching
  • Information Access
  • Program administration

The LMS job description covers a broad spectrum of grade-level groupings and a variety of responsibilities. Indicators within the preparation tool provide checkpoints within each role. The indicators are measured by a rubric, which is repeated on each page. Documentation from the LMS is encouraged to provide evidence of meeting indicators.

The framework for the LMS job identifies 21 critical components of the school library profession. These components promote improved student and staff learning, provide good library management, and uphold the highest professional practices through the use of research-based techniques.

The 21 critical components of professional practice are organized into three general domains:
  • Planning, Management, and Evaluation
  • Teaching and Collaborating
  • Professional Responsibilities as Information Specialists

Each of the three domains refers to different aspects of the school library profession and although some seem to overlap, similar components will have different focus in the different domains.

Domain 1 concerns Planning, Management, and Evaluation. This includes some of the more "traditional" library management responsibilities, such as working with support staff; establishing relationships with others; managing budgets; developing short and long-term goals; providing a good research and reading environment in the library; communicating goals and philosophy; working on building and district levels to establish goals; reflecting recognition of and respect for every individual.

Domain 2 concerns Teaching and Collaborating and includes promoting lifelong reading and learning; planning, teaching and reinforcing instruction by collaborating with teachers within the curriculum; instructing students and staff on intellectual property rights and responsibilities; promoting, instructing and assessing users on instructional technologies; assessing information skills and the research process; collaborating in developing instructional units by using design processes; participating in curriculum design and assessment on all district levels.

Domain 3 concerns Professional Responsibilities as Information Specialist and includes providing resources in a systematic, organized collection from within and outside of the building library; keeping up with current literature, being active in professional organizations, and continually updating own skills and knowledge in education and the library profession; providing and maintaining an efficient and accurate retrieval system (catalog); implementing policies and practices that respect privacy while promoting equitable access to all patrons; assisting patrons in use, access and assessment of information sources; providing an equitable schedule to enhance access to information for all patrons.

Professional Growth Evaluations for Library Media Specialists

Library Media Specialist completes self-evaluation by May 15
Library Media Specialist sets up a meeting with principal to discuss Professional Growth Plan Description by October 15
Library Media Specialist sets up a meeting with principal to complete Professional Growth Plan Review by March 15

Comprehensive Evaluations Timeline for Library Media Specialists
Task Completion Date
Library Media Specialist completes self-evaluation by May 15
Library Media Specialist and principal meet to discuss which components will be included on the evaluation based on the self-evaluation by October 1
Principal arranges a meeting with the library media specialist to discuss and complete the pre-observation form by January 15
Principal does at least one classroom observation by March 1
Principal conducts a post-evaluation conference with the library media specialist by March 1
Principal and library media specialist meet to discuss and complete the comprehensive evaluation form by March 15
The comprehensive evaluation form is placed in the library media specialist's personnel file and copy is given to the library media specialist by March 15
